二 | 在刘强东此次发放大额红包的情况下，60岁以上的老人和小学老师们作为受赠人，收到现金红包后需要按照税法规定缴纳个人所得税。根据《个人所得税法》第二条规定，个人所得包括偶然所得。同法第三条规定，偶然所得适用比例税率，税率为百分之二十。
